About %30 chance to level on “yellow” skill?

I didnt notice this as much on tailoring that i get a pretty low rate of skill-up on “yellow” items when enchanting.
There have been numerous times i have done 3 enchants for people all “yellow” and gotten 1 sometimes 0 skill-ups for it.
Aside from not being able to spam enchant items to level this makes [...]
